What WIOA Actually Is

WIOA is a federal grant, not a loan. The Workforce Innovation and Opportunity Act can cover some or all of your CDL training cost if you meet eligibility criteria and choose an approved training provider. You do not repay it under normal circumstances.

The Dual Registration Baseline

Regardless of funding source, your chosen school should appear on both the Pennsylvania Department of Education's licensed CDL training provider list and the FMCSA Training Provider Registry. The federal registration requirement has been in place since February 7, 2022, and applies whether you're paying out of pocket, through WIOA, or through veteran benefits.

Veteran Education Benefits and the Military Waiver

Many Pennsylvania CDL training providers accept veteran education benefits. Separately, an FMCSA Military Skills Test Waiver Program has existed since July 2021 for qualifying veterans, which can waive the skills test portion for those who meet the requirements.
