The Federal Random Testing Rate

The FMCSA Clearinghouse and PennDOT
A prohibited Clearinghouse status blocks all CDL actions at PennDOT. Drivers reported with a prohibited status in the FMCSA Drug and Alcohol Clearinghouse cannot have their CDL or CLP issued, renewed, upgraded, or transferred by PennDOT until they complete the federal return-to-duty process.
